You have to vote on the... oh they're purple now... flashes that are at the top of the portal listings. These flashes are under judgment. Also, if you blam something, you only get a blam point if that flash gets blammed. Same for protect points.

I got it from going though the Rage's Gift to You: Abusive Reviews thread. It's in the Where is/How to forum.
Quite a while. I stopped for a long time because, before the redesign, there was a much different leveling system. There were thirty levels and the gaps between the last 21 levels was very far. It was a static distance between the first 8, but once you got to 9, there was a huge gap before you got to level 10. Well, I stopped depositing for a while and that really hurt my level. If I hadn't stopped depositing for that time, I would be about level 24 right now.
A blam is when a flash is voted on so poorly that it gets deleted. A save is when a flash survives judgment. You get points for blamming a flash and points for saving a flash. Check out my reply to Dools's comment for more info.
